In S01E02, The Order, one of Neo Babylon’s own speaks anonymously about the Sector 9 shooting: the order to shoot everyone there and sort it out later, the sorrow he carries for Marcus’s family, and what happened afterward. No officer was disciplined. The lead officer received a commendation.
